But, the plot thickens!! Page 56 of the LEGACY Manual mentions a new device called a "Powermaster Bridge".
It's on the Lionel Website and looks identical to a TMCC Command Base. Retails for $54.99. The Website states, " Layouts using the Lionel Powermaster can transition to full CAB-2 operation with the new Powermaster Bridge. The Powermaster Bridge allows you to replace your TMCC CAB-1 with a LEGACY CAB-2 to vary voltage, change locomotive direction, adjust speed and control sounds remotely."
Looks like Lionel has a backward compatible solution for operating 100% LEGACY with all their previous command and power components.
And on the same page in the Legacy manual I saw a blurb that the TPC 300 when plugged into the LEGACY Base (with the provided Y cable which we are using) can be addressed in two ways. Addressed as Engine (EN) 0-99 or Track (TR) 0-9.

I guess I didn't make myself clear.
The power for tracks 1 through 4 are controlled via track power controllers,
which are wired to the command base. With the Legacy system, they receive
their signals from the Legacy command base. With TMCC, they receive their
signals from the TMCC command base. There is no problem with these
controllers using the Legacy system. With the combined Legacy and TMCC
system (i.e. when using both CAB-1 and CAB-2 controllers), the
CAB-2 controllers communicate with the Legacy command base, which
sends its control signals to the tracks and to the track power controllers
via wires. The CAB-1 controllers communicate with the TMCC command
base, which sends its control signals to the Legacy command base, which
then forwards the signals to the tracks and to the track power controllers.
The separate power transformer for the switching yard, which we
address as track 5, is controlled via a Lionel PowerMaster. This
controller receives is signals over the air directly from the CAB-1
handheld controller. Also, the power transformer which Steve
uses on the industrial sidings is also controlled via a Lionel
PowerMaster, and is addressed as track 6. These two controllers
cannot receive any signals from the Lionel Legacy command base,
so they will not work if we are only using the Legacy CAB-2 controllers.
The net is that if we only use the CAB-2 controllers, we cannot
communicate with either tracks 5 or 6 (i.e. the separate transformer
for the switching yard or Steve's industrial siding transformer).
