Fat Controller Duties document

I have revised the proposed new "Fat Controller Duties" document.  Under the Operating section I added
paragraph 2 and rewrote paragraph 3 based on comments I received and our experience at last week's
SAMRA show.

Please review the attached version of the document and send me any comments.
