That is a 2.4 GHz WiFi antenna.  Most of the reviews on Amazon.com are negative.
There is one review (the only positive review) which says the customer used it for
his Lionel Legacy Remote system.

I think we need to test the system first, then worry about augmenting it if we find the
range is limited.  We did notice some limitations at the World's Greatest Hobby
on Tour show, so we could probably use some signal boosting.  I don't know
if this is the right antenna to use.

Perhaps someone should scan the o-gauge forums and see what other people
recommend.
