As you know the Legacy System is a completely new stand alone system which can be used to run both TMCC1 and Legacy engines using the CAB-2 Controller.  .
 
And as you know, to be backward compatible ,the Legacy System has provisions to connect  to the TMCC1 Command Base..  This allows us to also use our CAB-1 Controllers to run both Legacy engines and TMCC1 engines -- limited to  TMCC1 functionality..
 
So, the answer to your question is yes.  Having the TMCC1 Base connected  to our layout thru the Legacy Base can result in interfering duplicate TMCC engine id's from other layouts -- entering our system thru the TMCC1 "backdoor."
 
If this occurs we can simply disconnect the TMCC1 Command Base and go 100 percent Legacy.  We'lll for sure have 3 CAB-2 Controllers and I hear that Steve ordered a 4th yesterday.  .

I believe we can actually replace the crystal in the tmcc1 base and cab1s to utilize a different frequency.  Maybe we should consider this going forward to get our TMCC1 stuff off the "default" freq.
Or replace it all with Legacy and be done with it...
