Past Layouts on TTAT web site

I split the Past Layouts article on the TTAT web site into 2 files (Past Layouts 2001-2003
and Past Layouts 2004-Present) since the document was getting much too big and was
taking too long to load.

I also added the Cedar Park (i.e. The RailYard) 2005 layout to the document.
