Actually, I don't think currently it stops anything on track 2.  Currently
if you hit the E-Stop button on the MTH handheld, it cuts power to all
tracks.  But if you hit Halt on the cab-1, it does nothing to track 2.  With
the TPC in front of the TIU, it will kill track 2 power.  So we want this...
