Hi Don,

The Lionel 3927 Track Cleaning Car is intended to be used with track cleaning fluid.

There is a hole in the top of the car near the on/off switch.  Put a little track cleaning fluid
in the hole, turn on the switch, and have an engine pull the car around the track.

You need to have both the rotating pad underneath the car and the cotton roll in
the holder at the end of the car for the car to clean properly.

As Bill said, the track cleaning cars are better than nothing.  However, you can clean
the track much better by hand.
