O72 does indeed mean 72" diameter circle.  The number of pieces to 
complete a circle depends on the brand/type of track, so check the 
packaging to see for sure.  I'm not sure if Fastrack use 16 per circle 
or what.  16 sounds about right though.

For setting up temporary layouts on a wood floor, I'd recommend the 
lionel fastrack.  It should hold nicely.  But good old Lionel standard 
(O31) track works good too.

On the transformer, I'm not sure if 30W will do it, but you certainly 
can try.  It is an A/C transformer right?  Lionel type 3 rail trains use 
A/C power, not DC like HO trains.
