Seems to me that Scott's excellent idea for the base to be a ramp rather than a step on both sides is exactly the kind of comment over email  that illustrates the value of Steve's suggestion on the strength of club wide collaboration.
 
Oh and I also have what could turn out to be enough furnture grade 3/4 inch plywood to do this module which I'll also donate IF it turns out the design supports the need, 
 
The need to design this module to somehow fit on an already crowded trailer and then to perhaps need to be partially disassembled and reassembled often and yet be reliable is really going to be a fun and interesting challenge for the design team.  Yep.

Steve has a great idea.  How about we combine Steve's approach which is a more transparent effort which will tap the expertise and talents of all  with theDesign Committee approach which can offer a fast moving, focused effort.  The idea would be for the small, hard hitting committee to expeditiously come up with a design and then at regular intervals share this with the General Membership to take advantage of a short, focused comment period.  
 
Since everyone who has taken to time to respond is in favor of this, seems to me WE don't need to wait until the next Monthly Board meeting for a decision to proceed into a design effort.    
 
Adrian has volunteered to lead the effort.  Ricky is clearly interested and should be on the team.  Just say yes over email and let them get moving on it.  Let Adrain with Ricky's help to assemble a small team that will have the right mix to do good planning.  No hangers on.  No obstructionists.  Let Adrian communicate the design team's efforts at key points as he sees fit so WE can all offer constructive suggestions --   as Steve suggests.  Then at the first possible Monthly Board Meeting let Adrian and his team present the technical solution and request for budget to the Board for a vote.  At that point the design and budget request should be no big surprise.  Publicize this meeting so WE all can attend if interested.
 
Bet WE could have this module for the Fall Show Season if WE so choose.

What I am hearing from those that have replied is that it is a good idea
and that the members want this addition to our layout.  With Bills
generous offer, the cost will likely not be that great.  We would need to
have a budget approved.  I think the special module aspect can be dealt
with rather quickly since the track would be standard.  I think there
needs to be some electronics for safety of the trains.  I would like to
know how that will be addressed.

I think a committee could move the ball forward faster with the needed
details.  There needs to be someone in charge that is gathering the ideas
and implementing the ones that make sense.  They could provide some
sketches of the construction and assembly and recommend a way to store,
transport and set up before the construction starts.  That is all I would
like to see.  If that can be handled on email, no problem here.
