MTH DCS 4.0

I found out yesterday that MTH has finally released version 4.0 of their DCS system.

The new version contains several improvements over DCS 3.0, including the
ability to specify a speed directly from the keypad of the handheld, stop a train
by double-tapping the brake button, and setting the power down time-out on
the handheld.

I will update the TIU and handhelds on Saturday at the fun run so we can take
advantage of these features.
