Standard Operating Procedures, Setup Procedures, and Fat Controller Duties documents

I updated the Standard Operating Procedures and Duties of the Fat Controller documents in
the Members Area of the club web site. I also added a new document, Setup Procedures.

These document changes were made by the Board of Directors to clarify and streamline our
working procedures.

Please familiarize yourself with the contents of these new and updated documents.
