I intentionally set the TPC on track 2 to command mode.

Remember, that TPC was only added back into the circuit to allow the CAB-1 Halt command to
shut down track 2.  The intention is that track 2 be controlled via the MTH handheld, not the CAB-1.
By leaving the TPC in command mode, we only have to hit TR 2 Boost to activate the track after
a power outage (or halt).  The alternative means we have to use a CAB-1 to dial the voltage all
the way up after a power outage, and you are never quite sure you have dialed it all the way up.

I suggest we leave that TPC in command mode and use the MTH handheld to completely
control track 2, which is what we had since we added the TIU into the layout.
