draft module specification

As requested, I've published Ed's draft module specification document on the
web site.  Go to www.trainweb.org/ttat and click on "Articles".

Everyone should review this and provide comments so we can approve the
document (meaning it's correct :-).

Ed,  Please download the document from the web to make changes as needed,
then email me the updated docuement and I'll put it up on the web site.  I
did some editorial changes to what you originally sent me, so please follow
this procedure for updating the doc.
