Russell: If the dispatcher gave him permission to pass through the red signal it was ok. Before going through a red signal the engineer must have permission from the dispatcher.Perhaps the dispatcher had a red signal for a through train but this train could get through to its destination before the other train would get there.

Coming down McNeil tonight about 9:15 pm I saw a green signal 
southbound under Toll Road 45.  As I approached McNeil I saw the train 
in my rearview mirror and decided to stop at McNeil.  At the McNeil 
Post Office I could see red over red on the signals just south of the 
commuter rail bridge.  The crossing gates came down and the manifest 
freight rolled by at about 45 mph right past the two red signals!  has 
anyone ever seen a train pass a red signal?  It surprised me!  He 
didn't even slow down!
