If the dimensions of the room are 16' x 21', then, no we can't fit a 0 x 3 layout in the room.

A 3 module side takes approximately 21' 6" (using the 90 degree corners).  That won't fit in the room.

The largest layout we could fit in a 16' x 21' room is probably 0 x 2 (9' 6" x 17' 6").  We would
have to put one of the short sides against the wall.  This leaves a 3' 6" aisle on the end
opposite the wall and 3' 3" aisles on two adjacent sides.  In this case, we couldn't use Steve's
modules because we need at least three in a row (the transitions and one module in between).
